First of all mine worked fine then would sometimes work then it wouldnt, my battery was almost dead why it would never engage. Mine was bc it was ghetto rigged bc the starter solenoid didnt work so i just touched the cable to the battery to start it, so it was never charging the battery. So, in my opinion your problem lyes within the battery being discharged
The pto clutch should get power from either the batt or the charging system. Could be that your charging system is not working? If the engine is running you should need the battery to engage the pto. I have an electrical diagram if that would help.
