Try turning the key. The John Deere riding mower I have has different positions for the key so it can run w/ lights or no lights. Do you have the owner’s manual? Check it there. And another place to check is on-line. I am sure CC has a website.
If you mean you can’t shut them off after shutting off the mower then you probably have a bad switch. In the short term take the ground cable off the battery until you can test and or replace the switch. If the lights are on when the engine is running but go off when you shut it down you don’t have a problem.
