It would be much easier to just get a horizontal engine. Otherwise you could get a transmission that will convert it to horizontal
just turn it sideways- I think your only issue is re-doing the gas tank so it won't be leaking on the ground.
You could do it with belts and pulleys but it would end up being quiet large. You would need room to run the belts etc. You could run an arbor or axle from a vertical pulley to a horizontal pulley if you have room to put a twist in the belt without it wearing itself from rubbing.
You can't turn the engine on it's side. It won't oil correctly. Horizontal shaft engines are hard to come by cheaply or free but I have seen some on craigslist. Also, Harbor Freight has a 6.5 hp engine for $129.00. I got a 10hp briggs from craigs list, had to take an old tiller with it but that is how it works.
