I took off the cover to the front wheels and checked a few things. The belt is in the proper spot and is moving all the parts it's connected to - so I don't think there is anything wrong with the belt. When I pull on the handle, the drive shaft cable pulls what it is connected to all the way - so I don't think there is anything wrong with the cable because it can't pull it any further.

I'm obviously missing something. Any help would be greatly appreciated.
