The four wheels carry the mower over the grass. When you push the mower. Or if it is self propelled the wheels are driven and the mower can pull or push the mower over the grass. The engine drives or powers all these things. There are three types of engines, Gas, two-cycle and Electric. Two cycle runs off of a mix of Gas and 2 cycle oil to make it go. The electric motor runs off of electricity. Either a long extension cord or a battery to power it. This is the general way that a rotary lawn mower works.
