Three things are needed to make a motor run, air, spark and fuel. I'd suggest pulling the spark plug, wire brush it good or even spend a couple dollars and replace it. Sometimes I'll take a small amount about three tablespoons of gas and put in the hole before putting the plug in and pull the start cord which should get you fired up.

If it runs for a few seconds then stops use the primer bulb and try again. Maybe remove the air filter and pour just a small amount of gas in the carb and pull again until the motor runs on it's own.

JUST BE SURE to be safe and keep those hands and feet clear while attempting this.

Even though you drained it all out of tank last year...you may have left some in the carb bowl...which has jelled up. Take off the bowl and clean it out...then check the suction tub that sticks down in bowl....spray it good with some carb cleaner from auto store. You may also want to remove spark plug and clean it off...just to make sure that some carbon has not shorted the electrode on tip.

I doubt too much gas would prevent it from starting.

Are you setting the choke and throttle levers correctly?

If so, then if you can pull out the spark plug, you can try seeing if there's spark by reattaching the wire, laying the plug on top of the engine, and pulling the starter cord. You should see a spark occur between the electrodes (unless the engine has a VERY good coat of paint on the head or wherever your laying the plug down). At the same time, if there is too much fuel in the combustion chamber, pulling the starter cord will remove some of that.

If there's spark, then the only thing left that you need is fuel and compression (we'll assume the timing is okay, since it ran last time). You can feel the compression when you pull the cord - it should be enough that unless you pull it hard, it will stop turning. Beyond that, if you still can't get it started, try dumping a 1/2 teaspoon of gas into the carburetor - if it kicks over even once or twice when you do that, then stalls, you might have a fuel problem - maybe the carburetor is clogged.

Last, keep in mind that old gasoline goes "stale", and although it usually won't prevent an engine from running, it can cause hard starting and reduced power. I use a fuel preservative for overwinter storage, and never bother to drain the fuel tank.

Did you run the engine until it quit after you drained the tank? If not you probably have some gum in the carburetor. Try using starting fluid then run it as long as is practical. Keep the starting fluid handy, you will probably need it for the first few starts.

extex_co is right about the bowl being gummed up but also when you remove the screw securing the bowl to the carb, look at the side of the screw very carefilly, you should see a very small hole. take a small piece of wire( a bread tie with the plastic coating removed is great for this) clean out the hole with the wire. i have had to do this on a few occassions and it always works.
