yes, one uses a hand file and files the edge of each of the curved blades, which when done correctly leaves a square and therefore sharp edge which passes the grass plate near the ground. The ground plate (may not be the correct name) can also be filed to remove dings and dents. I have done it many times, but it is not common these days.

You must mean a roller or rotary mower. 2 wheels and a drum type cutter in the middle. They used to be self sharpening, all you had to do was adjust the lower cutting edge towards the drum. Depends on the machine as to how to do it. Most times it`s just 2 bolts on the trailing edge.
Yes, those lawn mower blades can be sharpened. The place to go to get that done would be a plant nursery. Or, look in the yellow pages of your local phone drectory for listings of people/businesses that sharpen lawn mower blades.
I remember as a young teen using one of those mowers to cut the grass at my parents house. Basically in the front yard. My dad was the type that guys do that kind of work, we girls don't. That's ok with me!

There are a lot of small lawn mower shops that could help you with that.
However, you might make sure that it isn't cheaper to just buy a new one. The manual mower that I had was only $30…not worth repairing, in my opinion.
Well, it depends on what you are going to use the mower for and how much pain you wish to inflict.
I believe you're talking about a "reel" type mower. Yes, it is possible, infact, it's more than possible to sharpen them to cut the grass evenly to a height of .125"! The "reels" themselves can be sharpened by a special machine. Call a golf course superintendent to find out who would do this service for you, as there are not many in each town, but there are certainly individuals and business out there that do it. You might even want to ask if you can bring down your machine to have the super inspect the reels and bedknife, (that's the blade the reels cut against like a pair of scissors to "shear" the grass rather than tear it like a conventional "rotary" mower would.) This type of machine, when properly maintained, ie; greased and sharpened and kept out of the way of the elements, will provide a truly superior cut over any other type of mower out there.
These reel type mowers can be sharpened on a reel grinder. The bed knives are sharpened on a bed knife sharpener. The reel should have a slight reverse bevel depending on the reel size and the bed-knife has a slight back cut. You should not sharpen these parts by hand because you cannot properly file the right pitch needed by hand.
Take your mower to a local outdoor power equipment shop and ask if they can help.
I know this because I was mechanic at a golf course for 5 years and one of my jobs was to sharpen the reels.
If you take it to a golf course they may be able to help you but they may not have the proper adapter to hook up to the reel to spin it on the grinder.
