I start by removing the spark plug and see if it’s wet with gas. If it is I try using a spare plug. If its dry put a teaspoon of gas in the spark plug opening and replace the plug. If it starts then it’s not getting gas. Of course it won’t run long on a teaspoon. If it don’t start the trouble is electrical. Good luck
If this is a riding mower they have safety switches to prevent accidents so first of all to start it you may have to be sitting in the seat (has switch under seat)then you have to push in the clutch or left pedal (another safety)then you may have to push the throttle to the choke position now it should start.

Probably contaminated gas, and or the carburator is gummed up with last year’s gas.
Remove and clean.
