Lawn mower repair help?

There's something wrong with my lawn mower, and I'd rather try to fix it than buy a new one.
My brother says that the only thing that isn't work correctly is the pull string that starts the engine (not sure what to really call it) only pulls out half way.
What's wrong with it and how can I fix it?
