It’s difficult to diagnose the problem from this distance, but here are a few thoughts that might help track down the problem.
Can’t push it in neutral? Are the brakes locked-up? Not likely, since it also won’t crank. Two failures at the same time are unlikely.
Maybe you’re not really in neutral. Could there be a problem with the shift linkage that’s left it in gear even though the shifter points to neutral? If so, the neutral safety switch would prevent cranking. That explains both symptoms.
When you say it won’t crank, does it not even try, as though the "start" command isn’t getting to the starter motor? If that’s it, there are only a few things in the circuit. Get your hands on a wiring diagram and chase them down one by one.
Or does the starter motor try to turn, but the load’s just too great? Then think seized engine or transmission in gear.
There are a range of possibilities. You’ll have to divide and conquer.
