    Low oil is not a good thing. You may have seized the engine. Does it turn over and not start, or is it frozen? If it turns over, check the spark plug and air cleaner. Not much else you can check as a homeowner.

    Many Honda engines have a safety device built in that stops them running when the oil is low.

    Drain the old oil,(optional).
    Top it up and hopefully it should run.
