    Float in carb. probably hung. Or Carb. may need cleaning. Shut off fuel valve it equipped, If not drain fuel from tank (this would be good idea anyway to check for water in fuel). Remove bowl on carb. remove remove float and needle valve. Pour small amount of fuel in tank and make sure it drains through the needle valve port. Replace needle valve, float and bowl. Hopefully you are now ready to mow…
