Should I replace my lawn mower or get it fixed?
My 7-year-old Toro self-propelled lawn mower's cord is off so the self-propelled part doesn't work, the engine will no longer start (it wasn't fully engaged last time I used it... it was running slow and loud with a lot of smoke and used a lot of gasoline). The last time I got my mower serviced it was over 0. The newer model Toro is 0-0.
At this point should I just buy a new one with all those problems?

7 Years for a mower is great.
It sounds like it is time for a new mower.
If you buy the new mower will you get 7 Years out of it? That is hard to tell.

I would get the new one. No problems starting out, may have a warranty. You could get the old one fixed for half the price of the new one but would have to wait and may spend brain power worrying about how long until something else goes wrong.
buy the new mower and scrap the old one at your local recycing (scrap yard) center that way you get some money back from your old mower
I was recently in this position and bought a new reel mower. It works great and no gas!
Amazing how fast an old machine can start going to H once a guy starts thinking about a new one, isn’t it. Seriously, it sounds like the old one has paid for itself. I would get a new one.
