Why does my 12hp B&S lawnmower spray gas out of the exhaust?

yesterday i went and picked this lawnmower up from a neighbor. he said it ran fine. i brought it home and unloaded it ready to mow my yard and test it. i tried to start it and every time it turned over, it sprayed gas out of the exhaust. any help would be great!!

***also, when you put gas in the tank, it immidently starts dripping gas. from the carb. where would that be comeing from?
