Check the spark plug.

make sure you have good gas and not gas that has been sitting for a while. its back firing out of the carb because its not igniting all of the gas in the combustion chamber. also check to make sure your spark plug is gapped right and not full of quote unquote gunk, also your choke might be stuck open or your float in your carb is also stuck…check those and if none work try taking a wrench and lightly tapping on the carb.

i dont know what lawnmower you have but for exhaust gasses to come out of the carb the cyl head needs to be cracked between the exhaust and inlet valves or an inlet valve not sealing properly on the firing stroke allowing waste gas back into the induction system

Sounds like the float is sticking in the carburator – remove and thouroughly clean the carb- inspect the float for any damage, same for the seat where the needle goes into.
Youd better change the oil as well after cleaning the carb- im sure its saturated with gasoline- if its left in there, itll eventually ruin the motor, since itll thin out the oil and cause the motor to blow up.

Drop the float bowl and install a new needle and seat in the carbureator. Be sure the float isn’t filled with fuel, they do leak at times raising the fuel level screwing up the entire metering system.

it sounds like the carborator float may be stuck or the needle valve may be open to far and letting to much gas in
