Will self-propelled function on a lawn mower automatically turn on?

We just bought a self-propelled Scotts lawnmower with 6.5 HP engine used with no manual. We got it to start and started to push it, expecting that the wheels would start turning on their own (like a self-propelled vaccuum) but they did not and pushing it was kind of difficult. So for most lawnmowers, do you need to turn the self-propelled feature on or will it automatically start?

We do have a bar on it but when we push that down, the wheels still do not move. Perhaps we have to replace a belt or something?

    Usually there is a handle or such that must be squeezed to start the self-propelling action. You wouldn’t really want a machine capable of chopping off your toes to just take off on its own.

    On the bar that you hold to push the mower with, there should be a lever that you need to hold at the same time in order for the wheels to move, if there is not, then you need to replace it with a new lever, or maybe the cable needs to be replaced that goes from the lever down to the engine.
